YOUTH SOCIAL AND ECONOMIC SKILLS DEVELOPMENT TRAINING FOR SAGAGA AND FALEATA DISTRICT YOUNG TEACHERS FROM 10TH -11TH JULY, 2023.

The efforts to foster inclusive development for all (women, men, youth, children and people with disabilities) through collaborative efforts of Government Ministries is not new hence the partnership work between the Ministry of Women, Community and Social Development and Ministry of Education, Sports and Culture.


However, it was an exceptional opportunity for this partnership when the Samoa National Teachers Association sought the assistance of the Ministry through its youth development programs to provide awareness programs and trainings specifically for young teachers of Sagaga and Faleata Districts.

The two days program was conducted at Afega Primary School Hall, from the 10th to the 11th of July, 2023 for Sagaga and Faleata Districts young teachers, including District School Inspectors and Primary and College School Principals.

The Opening Prayer was conducted by Rev. Fiu Faauma Ualesi of Olafou Full Gospel Church of Vaitele-Fou. He spoke on the Theme “Develop and Build your Calling” to empower young teachers of Sagaga and Faleata District through the programs planned for the two days. He further quoted from the Bible verse in Psalm 23: “Thou preparest a table before me in the presence of my mine enemies: thou anointest my head with oil; my cup runnest over” which reflected on young teachers calling and the importance of performing their roles and responsibilities in teaching children and students for all aspect on education development.

The Chief Executive Officer of the Ministry of the Ministry of Women, Community and Social Development: Dr Mema Motusaga delivered the Keynote Address to officially open this program, highlighting the objectives and historical background of unifying two Ministries, through strengthening partnership and collaboration with the Ministry of Education Sports and Culture and Samoa National Teachers Association. She also highlighted within her message “Teachers, stay strong and be patient” and to remind the importance of Malu Apele Ola for the inclusion of children, people with disabilities and vulnerable families.

The objectives of the Ministry of Women, Community and Social Development is to conduct a 2 days training program;


  • To raise awareness of policies, objectives and set goals of the Samoa National Teachers Association of Samoa
  • To raise awareness to information gathered on raised issues targeting youth to inform its policy issues
  • To develop and increase understanding/ awareness among teachers on gender-based violence
  • To increase understanding on solutions towards gender-based violence
  • To increase capacity knowledge to lead, improve, develop and initiate economic activities such as weaving Ie Samoa, production of siapo, making handicrafts and etc.
  • The first day of the awareness program, which was Monday 10th July, 2023, presentations from Samoa National Teachers Association and Ministry of Women, Community and Social Development was conducted to raise awareness on arising issues targeting youth. As part of the initiative, it was also an opportunity to reflect on the experiences from teachers on all sensitive issues that impacted their work. Along the program, shared stories were told, sharing information and presentation from each group were conducted and was facilitated by the Ministry in order to bring out knowledge, understanding through the mainstream of existing awareness programs for the set objectives of the training. It was also an opportunity for young teachers to be consulted on the proposed National Youth Policy priority issues.

    The second day of the program, Tuesday 11th July, 2023 was for capacity and skills building training of young teacher through trainings of weaving the Ie Samoa, Siapo making, elei printing and floral arrangements. This aims to share and pass on not only the traditional knowledge and strengthening the importance of cultural significance of weaving Ie Sae and producing Siapo, but to increase understanding and initiating these activities as a coping mechanism towards economic impact. This is also an opportunity to increase awareness of existing programs targeting social and economic issues face by youth and to raise capacity knowledge an understanding to solutions and policies in order to cope to those challenges. As part of the initiative, social protection system to be strengthened and sustained, economic activities were promoted to break cycle of poverty by ensuring that children, youth, people with disabilities and vulnerable families have access to services provided by the Ministry.

    In summary of the participants reflections for day one and day two were: increased knowledge and understanding on Gender Based Violence issues, healthy relationships, data and information on youth development issues, understanding clearly of the vision, mission and objectives of the Samoa’s Teachers Association and MWCSD, group discussion were effective through related topics initiated from activities conducted by presenters to bring out ideas and experiences. Increased skills and abilities of young teachers in floral arrangements, elei printing, siapo making and weaving of finest mats (ie sae). According to participants, this was a rare opportunity for young teachers to learn the language and art (vaogagana & faatufugaga) of producing ie Samoa and Siapo.

    The program ended with a Closing Remarks by Gatoloai Tili Afamasaga: the Samoa National Teachers Association Advisor in saying that the two Ministries should continue this partnership and collaborative work in ensuring that the young teachers are well equipped with the knowledge and skills for their professional development. Dr. Mema Motusaga further articulated the importance of youth development by saying “the tree that is planted today will prosper tomorrow”. In the end, certificates of participation for the two days training were handed out to all participants as part of their great involvement and the success of 2 days training.

    This program is part of Samoa’s contribution to the commemoration of the Commonwealth “Year of Youth 2023” agenda.
